Te Whatu Ora bargaining update and next steps

Kia Ora Member,


Your bargaining team met with Te Whatu Ora last week and again yesterday. Some progress was made, but the core claims are not yet resolved.


Te Whatu Ora are yet to agree to our claim for enforceability of the CCDM programme and recruitment into roles that the programme shows are needed. The full employment of new graduates also remains unresolved.


Similarly, we did not make progress on our te Tiriti claims.


We have made progress on our claim to research the evidence base necessary for the introduction of culturally appropriate ratios, which we see operating alongside the CCDM programme.


Turning to wages, we have yet to reach agreement on an increase to meet the increased cost of living, nor an additional increase to recognise the work performed by those on the designated senior scales.


Next steps


We have set bargaining dates for the New Year and will meet with Te Whatu Ora again on 21 and 22 January. Meanwhile, members around the country continue to take local action, with members at Waitematā and Canterbury currently undertaking visibility strikes, and an additional strike ballot currently underway in Christchurch and one planned for Northland next week.


Ideas for action  


Members have taken action through this campaign to pressure the employer to agree to our claims. The variety, intensity and the member leadership in these actions has been groundbreaking. We’ll be continuing this approach in 2026 and are asking members for ideas about what you see as the most powerful forms of action in the next phase. NZNO members at Te Whatu Ora have shown incredible unity and determination through 2025. Again and again you have shown that you will not stay silent and will take a stand - for patients, for communities and for the future of nursing. It's clear that NZNO members are willing to fight and that the same solidarity will give us power as we head into the next phase of this campaign in the New Year.
